ALBANY – Some good news for the pet community in New York Sate.
Governor Andrew Cuomo has signed legislation to help protect the health and safety of dogs and cats by authorizing local municipalities to adopt more stringent laws to regulate pet dealers.
The new law authorizes municipal governments to enact stricter laws against what are often called “puppy mills” – the practice of breading dogs for profit with little care or attention paid toward the well-being of the mother or even some of her offspring.
Under the law, any new local ordinance must be at least as stringent as state law and must not result in the banning of the sale of dogs and cats raised in a safe and healthy manner. The law is more stringent than previous laws at the state level because it removes the current preemption on municipalities to enact their own laws regulating or licensing pet dealers.
