Plumb is a an officer in the U.S. Naval Reserves, served as director of defense policy and strategy at the National Security Council, and is a native of Randolph NY. He is facing incumbent congressman Tom Reed (R-Corning) in the 2016 Congressional Race.

Tom Reed continues to follow the status quo of trying to cut needed regulations for health, drugs and the ACA. Reed promotes shortcuts for infrastructure that produce unsafe projects, and continues to take credit for the initiative ( RAMI) that was initiated by President Obama.
