City police say Pacheco was allegedly in possession of 15 kilos of narcotics with an estimated street value of $2.4 million.
Jamestown Police Chief Harry Snellings says officers confiscated found nine kilos of cocaine, 3.5 kilos of methamphetamine, 2.5 kilos of marijuana, and $140,000 in cash.
Police described Pacheco as an upper-level dealer whose volume of drugs indicates ties beyond the city of Jamestown.
He was charged with first-degree criminal possession of a controlled substance, second-degree criminal possession of a controlled substance and second-degree criminal possession of marijuana.
He was arraigned and committed to the Chautauqua County Jail without bail.
