JAMESTOWN – The Jamestown City Council will hold its April voting session Monday with several items on the agenda.
Highlighting the list of resolutions are three items that will help to move forward the city’s attempt to annex a piece of property from the Town of Ellicott.
The Jamestown Board of Public Utilities’ wants to annex the electric division substation on Dow St. in Falconer, which sits on a four acre piece of property owned by the BPU and which is adjacent to the city border. City officials say that makes it eligible for annexation, something they would like to pursue because it could lead to an annual savings of more than $160,000 for the BPU.
Currently, the BPU is required to pay property taxes to Ellicott, Falconer, Chautauqua County, or the Falconer School District. If the property was in the city of Jamestown, it could avoid making those tax payments and would instead make a smaller payment in lieu of taxes to the city.
Tonight the city council will act on a petition for annexation, along with an environmental assessment. That action would then allow the mayor to sign the petition and have it served to both the Falconer Village Board and the Ellicott Town Board.
Within 20 days of receiving the petition, both the Village of Falconer and the Town of Ellicott will have to schedule a date for a joint public hearing on the annexation before the city council, the town board, and the village board.
In addition to the petition, the council will also adopt an annexation resolution to move forward with the process, and will adopt a SEQR resolution associated with annexation, making the city the lead agent in the environmental review of the property.
Also on Monday the council will act on resolutions to move forward with Newland Ave. renovation work, including the realignment of the street at the intersection of S. Main St.
Monday’s council voting session begins at 7:30 p.m. and is open to the public.
